How to Look Up a Court Case in Chenango County?
There are three primary ways to search for court records in Chenango County: through the New York Unified Court System’s eCourts portals, through the Chenango County Clerk’s Office directly, or through the New York State Courts Electronic Filing (NYSCEF) system for more recently filed civil cases.

Historical court records, including Supreme Court records digitized from 1992 to present (with coverage back to 1847 on microfilm), are housed at the Clerk’s Office. Additional historical records, including those too old for the Clerk’s digital systems, may be available through the New York State Archives at the Cultural Education Center, 222 Madison Avenue, Albany, NY 12230, Phone: (518) 474-8955
Are Court Records Public in Chenango County?
The broad default rule in New York is that court records are public. The New York Freedom of Information Law (FOIL), codified in Article 6, Sections 84–90 of the Public Officers Law, grants the public the right to inspect and copy records maintained by state and local government agencies. Agencies must respond to a FOIL request within five business days, either by providing the records, denying the request with written explanation, or acknowledging receipt and providing an estimated timeline.
However, FOIL and court-specific rules carve out important categories of records that are not open to general public access:
- Juvenile delinquency records are confidential under New York Family Court Act § 375.1 and are available only to the parties, their attorneys, and agencies specifically authorized by statute.
- Sealed criminal records under CPL § 160.55 and § 160.58 are inaccessible to the general public. New York does not have a general expungement statute but allows sealing of certain convictions after a waiting period.
- Adoption records are sealed under New York Domestic Relations Law § 114 and are accessible only through court order or through New York’s Adoption Information Registry.
- Certain Family Court records, including records involving child abuse and neglect petitions, are confidential and restricted to parties and their counsel.
- Matrimonial records in Supreme Court proceedings, while not entirely sealed, contain financial and personal information that may be redacted before release.
Anyone denied access to a record has the right to appeal internally through the agency and, thereafter, to bring an Article 78 proceeding in Supreme Court.

Family Court judges presiding in Chenango County include Hon. Frank B. Revoir and Hon. Diane M. DiStefano. Support matters are handled by Support Magistrate Steven Natoli. The Chief Clerk of the court is Tammy Powrie.
Family Court proceedings are governed by the New York Family Court Act, and many of the case records — particularly those involving juvenile delinquency, child neglect, and abuse — are confidential by statute. Access to these records is limited to parties, their attorneys, and specific agencies with a legal need. Family offense and custody proceedings may be partially accessible to parties not directly named, but typically only upon showing of a legitimate legal interest.
Divorce and matrimonial proceedings are handled not by Family Court but by the Chenango County Supreme Court, since New York’s Family Court does not have divorce jurisdiction. Divorce records in Chenango County are maintained by the County Clerk’s Office. Because divorce records contain sensitive personal and financial disclosures, New York law restricts certified copies to the parties involved, their attorneys, and individuals with a court order.
For statewide vital records related to divorce, the New York State Department of Health Divorce Certificates page provides ordering instructions and applicable fees. Marriage certificates and divorce decrees older than 50 years may also be available through the New York State Archives when both spouses are known to be deceased.
Individuals with low income who need legal assistance in Family Court proceedings may contact the Central New York Legal HelpLine at (877) 777-6152, open Monday through Friday, 9:00 a.m. to 3:00 p.m. The Chenango County Assigned Counsel Program also helps provide legal representation to those who qualify.
Chenango County Probate Court Records
In New York, probate and estate matters are handled not by a “probate court” per se, but by the Surrogate’s Court — a court of record with full jurisdiction over the affairs of decedents, including the probate of wills, administration of intestate estates, voluntary administration of small estates, guardianship of infants and persons with developmental disabilities, trust accountings, and wrongful death compromise proceedings.

Estate proceedings filed in Chenango County date back to 1806 and are available to the public. The court does not perform telephone searches. Written requests for estate record searches must be accompanied by payment:
| Search Period | Fee |
|---|---|
| Search covering fewer than 25 years | $30.00 |
| Search covering more than 25 years | $90.00 |
The court does not accept personal checks. Payment must be made by bank check or money order payable to “Chenango County Surrogate’s Court”. Credit card payments are accepted with a completed Credit Card Authorization Form.
Common proceedings handled by the Surrogate’s Court include:
- Will probate (testate estates): The court authenticates the decedent’s will and authorizes the executor to administer the estate.
- Administration of intestate estates: When someone dies without a will, the court appoints an administrator to distribute assets under New York’s Estates, Powers and Trusts Law (EPTL).
- Voluntary administration (small estates): Estates with assets below $50,000 may qualify for simplified administration without full probate proceedings.
- Guardianship (SCPA Article 17 and 17-A): The court can appoint a guardian for the person and/or property of a minor or a person with developmental disabilities.
- Trust accountings and conservatorship proceedings.
Filing fees for probate petitions range from $45 to $1,250 depending on the gross value of the estate, per the New York Surrogate Court fee schedule. The court is governed by the Surrogate Court Procedure Act (SCPA), the EPTL, and the Uniform Rules for Surrogate’s Courts (22 N.Y.C.R.R.).
The Surrogate’s Court has adopted electronic filing procedures through NYSCEF, the e-filing system, which may be used to commence certain proceedings and file subsequent documents electronically. Self-represented litigants may obtain general procedural information from court staff, though staff cannot provide legal advice, assist with completing forms, or conduct legal research on a litigant’s behalf.
For estate and probate records predating the Surrogate’s Court’s active files, the New York State Archives maintains historical records and can be contacted at Cultural Education Center, 222 Madison Avenue, Albany, NY 12230, Phone: (518) 474-8955
Vital records connected to estate and inheritance matters — including death certificates — are issued by the town or city clerk where the death occurred, and statewide certified copies are available through the New York State Department of Health Death Certificates page. The certified copy fee for a New York vital record is $30.00. Birth certificates and marriage certificates are similarly available through the New York State Department of Health Birth Certificates page and the Marriage Certificate page, subject to the applicable access restrictions — birth records are confidential for 75 years; death and marriage records are restricted for 50 years, with public access available after the applicable period under the conditions set by New York law.
