Fulton County, located in the upstate region of New York within the Fourth Judicial District, maintains its court system across several divisions including the Supreme Court, County Court, Family Court, Surrogate’s Court, and two City Courts. Court records generated by these tribunals encompass dockets, petitions, judgments, transcripts, orders, and other legal filings. The responsibility for maintaining these documents is shared among the various clerk offices situated primarily at the county courthouse in Johnstown. Whether you are looking for information about a pending criminal matter, a past civil dispute, a family proceeding, or an estate filing, the county’s courts and the Fulton County Clerk’s Office serve as the primary custodians of these records.
How to Look Up a Court Case in Fulton County?
Searching for court case information in New York State can be accomplished through a combination of in-person visits, mail requests, and online databases. The New York State Unified Court System operates NewYorkCourts.us, which provides access to several electronic case lookup tools that may help locate publicly available court case information for Fulton County and other jurisdictions across the state. Beyond the state courts website, records can also be accessed through local clerk offices and public-access terminals inside courthouses.
The state court system provides several free online case search applications through its eCourts portal:
- WebCivil Supreme — Search for Supreme Court civil cases statewide, including those filed in Fulton County Supreme Court, by party name, index number, or attorney name.
- WebCivil Local — Look up local civil court cases from city courts and other lower courts.
- WebCriminal — Access information on criminal cases with future court appearance dates in selected New York courts.
- WebFamily — Search certain Family Court case data, subject to confidentiality restrictions.
- WebSurrogate — A free tool for searching estate proceedings and related filings within any New York State Surrogate’s Court, including Fulton County.
For in-person searches, all four primary Fulton County courts are located in the same building:
Fulton County Courthouse
Address: 223 West Main Street, Johnstown, NY 12095
The Fulton County Clerk’s Office also provides online access to land records and certain civil court filings through its Search IQS portal. This subscription-based service charges $15 for a one-day account, with document downloads at $5 per page for non-subscribers and $0.50 per page for subscribers.
Another option for obtaining court case records statewide is the New York State Courts Electronic Filing (NYSCEF) system. Even without an e-filing account, members of the public can search for and view Supreme Court case documents that were electronically filed in the NYSCEF system.
To request verified copies of court records by mail, you may write directly to the appropriate Fulton County court clerk. Include as much identifying information as possible, such as the case name, index number, date of filing, and type of record requested.
Are Court Records Public in Fulton County?
Most court records in Fulton County are accessible to the public, though important exceptions exist under New York law. Public access to court records is not governed by the state’s Freedom of Information Law (FOIL), which applies to executive branch agencies. Instead, access to court documents falls under Section 255 of the New York Judiciary Law, which requires court clerks to search files, papers, records, and dockets upon request and to certify the results of such searches.
New York law and court rules designate several categories of records as confidential and not available for public inspection:
- Family Court records — Proceedings in Family Court are generally confidential under the Family Court Act.
- Adoption records — All records related to adoption proceedings are sealed.
- Matrimonial records — Files from divorce and separation actions are not publicly accessible.
- Sealed criminal records — Cases resulting in favorable dispositions (dismissals, acquittals) are automatically sealed. Convictions may also be sealed under CPL § 160.59 upon application.
- Juror identification records — Information identifying individual jurors is restricted.
- Sex offense victim records — Records that would identify victims of sex offenses are confidential.
Additionally, the Uniform Rules for Surrogate’s Courts (Section 207.64, effective February 19, 2014) require parties to redact confidential personal information from documents filed in Surrogate’s Court proceedings. The WebSurrogate system restricts access to files and documents covered by this rule, though documents filed before that date may still contain unredacted personal information and are viewable only on public-access computers inside the courthouse.
Records that remain publicly available include most Supreme Court civil filings, County Court cases, non-sealed criminal dispositions, and probate records. Certified copies of public court records can be obtained from the Fulton County Clerk’s Office for $5 per certified copy, with exemplified copies costing $10.

For a broader search, the New York State Office of Court Administration (OCA) offers a statewide Criminal History Record Search (CHRS) that covers open, pending, and convicted cases from all 62 counties. The CHRS costs $95 per search and matches records based on an exact combination of name and date of birth. Results are typically returned the following business day. Searches can be submitted online through the Direct Access system or by mailing a completed CHRS application to:

The CHRS does not include sealed records, Family Court or federal cases, non-criminal offenses (violations and infractions), or cases covered by the Misdemeanor Redemption Policy (single misdemeanor convictions older than ten years). Individuals seeking their own New York State criminal history (RAP sheet) may request it through the Division of Criminal Justice Services (DCJS). This requires submitting fingerprints and is a separate process from the OCA’s court-based CHRS.
